app: add very basic python Flask web application ... 8de85a2616

Web app contains

- index page,
- project list page,
- project detail pages,
- dossier list page, and
- dossier detail pages.

The project detail pages are based on JSON input data, whereas the dossier
detail pages are parsed Markdown files.
